Michelle Bockman joined KeraLink International as the CEO with the vision of eradicating corneal blindness in low to mid income countries by developing and investing in current and future proof technologies. The strategic focus is: Prevention, Early Detection and Expedited treatment, and Novel Therapeutic Approaches.
In the most recent years, Michelle has been CEO of Lillybock Consulting, President of Stanley X, the innovation business of Stanley, Black & Decker and CEO of 3D Control Systems, a software startup in the digital manufacturing industry.
Previously, Michelle Bockman was a senior executive at HP 3D Printing transforming industrial companies from analog to digital providing new and different business models to drive growth and differentiation.
Before joining HP, Michelle had a long career at several GE businesses. She held multiple senior executive leadership roles spanning from Service, Supply Chain, Sales, and Product Development at GE Healthcare and Industrial Solutions as well as scaling a start-up business at GE Digital.
During her many years of being involved in the GE Women’s Network, Michelle started and led two Women’s Network hubs in St. Louis, Missouri and Washington, DC. Also, she co-led GE Girls executive corporate program team focusing on girls in STEM.
Prior to joining GE, Michelle held various positions in engineering, supply chain, service, sales, and quality at Dana Corporation (Tier 1 automotive) and Nikon Inc. (biomedical & industrial metrology).
Michelle holds a B.S. in Mechanical Engineering from the Missouri University of Science & Technology and is based in California.

I love spending time with my family and friends, especially if it’s in or around water. I love being outside, working out (reformer pilates), hiking, scuba diving, boating — and cheering on the Kansas City Chiefs.

Shelby Tyler

Shelby Tyler is the Chief Operating and Financial Officer at KeraLink International, where she has dedicated more than 20 years to advancing the organization’s mission. Inspired by the impact KeraLink has had in expanding access to vision care for countless individuals, she brings extensive financial and operational expertise to strengthen the organization’s programs and long-term sustainability.
Shelby began her career at Johns Hopkins University, where she optimized resource allocation and enhanced cross-departmental collaboration. She went on to support operations at Ford Motor Credit and Sheppard Pratt, broadening her experience in finance and operations before joining KeraLink.
She holds a B.S. in Accounting and an M.S. in Finance from Notre Dame of Maryland University.

Mark Clark
Director of Eyewear

Mark Clark is the Director of Eyewear at KeraLink, where he leads the launch of an e-commerce eyewear line to financially support the organization’s mission. With over 23 years of experience in the eyecare industry, Mark leverages his expertise to maximize both the impact and profitability of KeraLink’s direct-to-consumer eyewear initiative.
Passionate about global access to eyecare, Mark is dedicated to eliminating eye health deserts in the U.S. and abroad. He was drawn to KeraLink by the opportunity to combine his two greatest passions—eyecare and serving underserved communities—into meaningful, mission-driven work.
Mark holds an MBA in Healthcare Administration and a DBA in Organizational Leadership.
Fun fact: On a road trip, Mark is jamming to 80s Top 40 and 90s pop hits.

Outside of work I enjoy rescuing wild mustangs, and raising Nigerian Dwarf goats. A good weekend for me is any weekend doing chores and projects around the farm.

David Green
Chief Technology Officer
David Green has worked with many organizations to make medical technology and health care services sustainable, affordable, and accessible to all. He is a MacArthur Fellow, Ashoka Fellow and is recognized by Schwab Foundation as a leading social entrepreneur. David played a key role in the establishment and development of Aurolab (India), to produce affordable intraocular lenses. Aurolab has 10% of the global market share; over 40 million have had their vision restored via an Aurolab lens. He also developed suture manufacturing at Aurolab. David is now CTO at KeraLink International, after serving a stint as interim CEO. KeraLink addresses corneal disease and blindness with technology solutions. He co-founded Sound World Solutions, a social enterprise to make affordable hearing devices with a novel fitting; LegWorks, which makes high quality prosthetic knees affordable; and the Eye Fund, a $15M social investing fund in collaboration with Deutsche Bank, Ashoka and International Agency for Prevention of Blindness. He worked with Pacific Vision Foundation to establish an eye institute serving all in N. California; and was a vice president at Ashoka for 10 years. He was the chief architect of Medtronic’s Healthy Heart for All initiative in India. He is a consultant to the World Health Organization in eye care and reducing costs of medical products. He cofounded Alina Vision, a social enterprise that develops affordable eye care in Vietnam. He is on the faculty of Johns Hopkins Wilmer Eye Institute; is a recipient of 2009 “Spirit of Helen Keller” award for humanitarian efforts in blindness prevention; was awarded 2009 University of Michigan Humanitarian Service Award; and was selected by University of Michigan Engineering students as a leading social entrepreneur alumnus. In 2011 he received the Certificate of Honorary Award of Liaoning Province as a foreign expert who has made great contributions to the economic and social development of Liaoning Province. He is on the boards of the University of Michigan School of Business Social Venture Fund. He graduated from the University of Michigan with a Bachelor in General Studies (1978) and a Master’s degree in Public Health (1982).

Aaron Chang
Director of Product Development
Aaron Chang is the Director of Product Development at KeraLink, where he focuses on the discovery, development, and deployment of technologies that prevent, early detect, and provide novel treatments for corneal diseases. With over 10 years of experience in medtech hardware and software, he has worked across seed to acquired Series C startups and consulted for major multinational medical device manufacturers.
Aaron was drawn to KeraLink by his personal mission to raise global standards in healthcare, education, and human rights. Witnessing the disparity in access to prompt, sight-saving corneal care—where even a pet in the U.S. can receive treatment in a day—motivated him to contribute to solutions for people in low- and middle-income countries.
He holds a BS in Biomedical Engineering, an MSE in Bioengineering Innovation and Design, and a Global Executive MBA from Duke University’s Fuqua School of Business.

Jeff Soulliere

Jeff Soulliere is the Director of Strategic Partnerships and Initiatives at KeraLink International, where he leads high-impact programs to combat corneal blindness in underserved communities. With over a decade of experience in global health, strategy, and partnerships, he drives innovative, data-informed collaborations that strengthen local health systems and advance vision equity.
Jeff previously held senior roles at OneSight EssilorLuxottica Foundation, building global procurement frameworks and expanding access to care. Recognized as an Eye Health Hero by IAPB, he excels in cross-sector leadership, program design, and scaling sustainable solutions.
He was drawn to KeraLink by the opportunity to combine his passion for strategic partnerships with meaningful impact in eye health. After more than a decade in vision care, Jeff wanted to join an organization willing to challenge the status quo and invest in bold, scalable solutions for the world’s most vulnerable.
Jeff holds a B.B.A. in Marketing from Saginaw Valley State University and is an Eye Health Hero – Innovation Category.

Outside of work, nothing brings me more joy than spending time with my girls—my wife Ashley and our two daughters, Reagan and Riley. Whether we’re out exploring trails in the Jeep, off-roading through Michigan’s backroads, or just enjoying the outdoors together, those are the moments that make me feel most alive. Family is everything to me, and getting to share adventures with them—big or small—is what keeps me grounded and grateful every day.

Chelsea Andrews serves as the Programs & Partnerships Manager at KeraLink International, where she collaborates with direct-service providers around the world to document impact and drive program growth. With a background in nonprofit leadership, civic engagement, and international partnerships across Israel, Palestine, and the U.S., she brings a collaborative, equity-centered approach to her work.
A passionate advocate for the prevention of violence against women and community-led solutions, Chelsea plays a vital role in advancing KeraLink’s mission to scale innovative eye health initiatives across low- and middle-income countries.
Chelsea was drawn to KeraLink by a personal connection: her maternal grandparents were both blind. Growing up, she respected blind culture—the resilience, challenges, and community—but her grandmother’s blindness was preventable, a reality that continues to inspire her work.

Carolyn Apsey
Development Associate
Carolyn is a Development Associate at KeraLink, supporting the team in creating a future where no individual is denied the right to sight. She brings experience from her previous roles with Clean Water Action and the National Council for Adoption, where she honed her skills in prospect management, donor database maintenance, and creating compelling development materials.
Carolyn is passionate about connecting people to the causes they care about to drive meaningful change. She was drawn to KeraLink by the organization’s mission to end preventable corneal blindness and ensure that sight is accessible to all, regardless of where they were born.
A proud alumna of Columbia University, Carolyn graduated cum laude with a BA in History. During her time on campus, she was active with the Columbia Turkish Students Association and Phi Theta Kappa Honor Society, and could often be found cheering on Columbia’s hockey team.

Allie Sibole
Principal Engineer
Allie Sibole is the Principal Engineer at KeraLink, where she designs, builds, and evaluates new technologies to prevent and treat corneal blindness. With ten years of experience in the medical device field, she has developed innovative products for Medtronic, Johnson & Johnson, and PATH, including minimally invasive surgical devices, orthopedic implants, vaccine carriers, and newborn vital signs monitors.
Allie is passionate about making health technologies—and STEM careers—accessible to all. She was drawn to KeraLink by the organization’s focus on innovation in cornea care and a technology team with a proven track record of implementing successful healthcare solutions worldwide.
She holds an MSE in Bioengineering Innovation and Design from Johns Hopkins University and a BS in Bioengineering from Santa Clara University.

Donna Smith is the Executive Assistant at KeraLink, bringing over 30 years of experience in nonprofit executive and administrative support. She has been with KeraLink for 24 years, starting in 2001 as a secretary and certified Office Administrator. Donna is also a Notary Public in the state of Maryland.
